Quick answer
Iowa has no open statewide emergency rent relief application; the U.S. Treasury states that the ERA2 period of performance ended September 30, 2025, and the Iowa Finance Authority’s pandemic program closed with it. For rent help now: dial 211 for community action and charity funds with money this month, go through coordinated entry for HUD-funded homelessness prevention, and apply for a Housing Choice Voucher through your local housing authority for ongoing help. If you are 65 or older or disabled with household income under $26,895, file a Rent Reimbursement claim with Iowa HHS. Families with children can apply for the Family Investment Program, and everyone can use LIHEAP (income at or below 200% of poverty) at a community action agency. Applying is free.

Is Iowa rent relief still open?
No. The Iowa Rent and Utility Assistance Program was the state’s pandemic Emergency Rental Assistance program, run by the Iowa Finance Authority with federal Treasury funds, and it stopped accepting applications as the money was spent. The U.S. Treasury states that the ERA2 period of performance ended September 30, 2025, on its Emergency Rental Assistance page, so no new pandemic-style rent relief can be funded. IFA’s current renter programs are the ones below.
Watch out: sites that still offer an “Iowa rent relief application” and charge a fee are scams. IFA, Iowa HHS, 211, and the agencies below never charge.

How does Iowa Rent Reimbursement work?
Rent Reimbursement is Iowa’s one standing rent program for individuals: a partial refund of rent paid in the previous year for low-income Iowans aged 65 or older or low-income disabled adults, now administered by Iowa Health and Human Services. According to the department’s Rent Reimbursement page, applications for 2025 and 2024 claims opened January 2, 2026; total annual household income must be less than $26,895 for claim year 2025 (and under $26,219 for 2024); and you may need to provide proof of identity, disability, income, and rent paid. Area Agencies on Aging help people 60 and older file. It is not emergency money, but it arrives every year you qualify and many eligible renters never claim it.
How do Iowa community action agencies help with rent?
Sixteen community action agencies serve all 99 Iowa counties; find yours at iowacommunityaction.org. Depending on the agency and the season, they offer emergency rent or deposit help when funds allow, LIHEAP and weatherization, HUD-funded prevention and rapid re-housing in some regions, and case management. Call before you go: most require an appointment and a lease, notice, ID, and proof of income. Charities such as the Salvation Army, Catholic Charities, and St. Vincent de Paul pay landlords directly after an interview, usually once per year.
How do FIP and LIHEAP free up money for rent?
- Family Investment Program. Iowa’s TANF cash program for families with children, with a 60-month lifetime limit and PROMISE JOBS participation, per Iowa HHS’s FIP page; the department also publishes rules for one-time payments in certain situations. Apply through the Iowa HHS online benefits application.
- LIHEAP. Iowa HHS’s LIHEAP page sets the 2026–27 rules: applications from October 1 for households with a member 60 or older or disabled, from November 1 for everyone else, through April 30; income at or below 200% of the 2026 poverty guidelines ($31,920 for one person, $43,280 for two, $54,640 for three, $66,000 for four). Apply at your community action agency; the national office finder and hotline (1-866-674-6327) are at EnergyHelp.us. LIHEAP never charges a fee.
- SNAP. From Oct. 1, 2026 – Sept. 30, 2027, up to $306 a month for one person; estimate with our SNAP calculator.
What if I already have an eviction notice?
- Read the notice. Iowa requires a 3-day notice to pay or quit before a forcible entry and detainer case; a court hearing follows quickly, usually within 8 to 15 days of filing.
- Call Iowa Legal Aid (1-800-532-1275) for free representation if you are low-income; many courts also have eviction help desks.
- Get the landlord’s written agreement to accept a payment and dismiss the case.
- Bring documents: lease, notice, ID, proof of income, and the landlord’s contact details to every agency appointment.
How do I apply, step by step?
- Dial 211 and ask for every open rent fund in your county, coordinated entry, and legal aid.
- Book an appointment with your community action agency for emergency rent help and LIHEAP.
- Apply for a Housing Choice Voucher with every housing authority serving your area; ask about HOME tenant-based rental assistance.
- If you are 65+ or disabled, file a Rent Reimbursement claim with Iowa HHS after January 2.
- Apply through Iowa HHS for FIP (families), SNAP, and Medicaid.
Applying is free. Iowa HHS, IFA partners, housing authorities, community action agencies, 211, charities, and legal aid never charge to apply.
