Utility Relief Programs: Help With Energy and Water Bills

Federal, state, and utility-company programs can pay part of your bill, prevent shutoff, or lower future bills. Select your state to start.

Find utility help in your state

LIHEAP is the main federal program — your state runs it.

Before your service is shut off

Call your utility company first — most have hardship programs, payment plans, and shutoff protections they don't advertise. Many states also have seasonal shutoff moratoriums (winter heating, extreme heat) and medical protections if someone in your home relies on powered equipment. Ask specifically: "What hardship programs and payment plans do you offer, and do I qualify for shutoff protection?"

The main programs

  • LIHEAP — the federal energy assistance program, run by your state. Both regular annual benefits and crisis assistance for shutoff notices.
  • Weatherization (WAP) — free insulation, sealing, and repairs that cut bills long-term.
  • Lifeline — discounted phone/internet for households on SNAP, Medicaid, SSI, or below income limits.
  • Water assistance — ask 211 and your water utility; local programs vary.

Your eligibility for several of these follows the Federal Poverty Level — check where you fall with our FPL calculator. Households receiving SNAP often qualify automatically for others.

Frequently asked questions

Is LIHEAP a loan?

No. LIHEAP benefits are paid (usually directly to your utility) and never repaid.

When should I apply?

Early. Many states open applications in fall and funds run out — apply the first week your state opens if you can.

Before you apply: program rules, amounts, and deadlines change. Always confirm details with the official agency or program administrator. Applying for government benefits is free.
